Creating custom filter in Umbraco 8 and applying it to surface controller.

Hi,

I'm using Umbraco 8.6.4. Could anyone please let me know how to create a custom filter to apply on surface controller.

I'm requesting this to apply custom validation for members after authenticating through azure AD B2C.
