The umbraco Richte Text Editor has an image resize functionality. Is there a way I can have this functionality in a doctype that has a property media picker?
What I am looking is the ability to resize the image just like the one in richtext editor.

I know what you mean, but I don't know of an existing property editor plugin that does that, in theory you could build one..
... the closest I've seen is this Image Crop Picker plugin:
https://our.umbraco.com/packages/backoffice-extensions/image-crop-picker/
that allows you to set different crops for images in the media section and then when you pick the image allows you to pick the specific crop...
