    How to Hide Group Tab under User Management for specific users such that he/she can create users but cannot create groups or edit it.

    This is not a solution but a re-opening of the question. What just happened to me: I have a group of editors who have certain rights, including a segment of users. Someone - I don't even know who - then 'went' into the Groups tab and removed access to Users(!) for himself and the entire group.

    Is there a setting somewhere to restrict access to Groups (exactly what the image above shows)? It can also be from code...

    You can remove access to the entire Users section, that would be my prefered option, only the main admins should have access to that if you ask me.
