Umbraco Users are stored in umbracoUser* tables
Umbraco Members are stored in cmsMember* tables
Database choice is really up to you and largely depends on what you are doing. for a small hobby type site SqlCe is more than adequate, for larger more commercial sites then that is a choice/decision you need to make and is largely down to cost/performance/resilience and what your hosting may or may not provide.
