As per the title, as AngularJS is close to EOL how is Umbraco supporting Umbraco 8 and AngularJS?
What about those who have created custom sections using Umbraco 8 and AngularJS? Where do they stand?
What would those do starting a project from scratch on Umbraco 8 who cant use Umbraco 9 for a couple of years and also want to create Custom sections in Umbraco 8, what options do they have?
Umbraco 8 is also close to EOL. 8.18 is the next and last version, from there there will be 2 years of bugfixes and an additional 1 year of security fixes.
There are plans for a new backoffice, but it's a big job, so AngularJS is the framework for at least a year more (my guess).
You shouldn't start projects from scratch on Umbraco 8, and if you wait 2 years before starting on Umbraco 9, you'll be 4 majors behind - in the future there will be 2 new majors every year, so Umbraco 10 is scheduled to be released in Q1 of 2022.

Regardless of v8 or v9, at present the answer is still AngularJS.
Apart from echoing what Søren said, the Umbraco team are actively working on a replacement, see yesterday's blog post:
As a package developer, (with a boatload of AngularJS debt), I appreciate that it's going to be a huge effort reworking/refactoring/redeveloping existing Umbraco extensions.
AngularJS EOL, what does it mean for Umbraco?
