Is this still possible with v9, to have multiple sites within a single instance?

Yes it is still possible to have multiple sites within a single Umbraco 9 instance.
You just need to right click on each of the root nodes, choose Cultures and Hostnames and set the domain address and language in there, like you do in v8.
