There is a new option in the Umbraco Backoffice to provide analytical data. Is there a way to disable this entirely if the need arises?
I'm unsure whether there are any GDPR implications of having it enabled by default...

The Telemetry Level is stored in Umbraco's KeyValue table, so you could at Startup write the default value you prefer for your Umbraco site into this table and then remove the dashboard that allows it to be changed via the backoffice.
There is a PR for V10, that adds 'setting' the telemetry on the 'Install Screen' - https://github.com/umbraco/Umbraco-CMS/pull/12365
Which is interesting for seeing how this is set...
