You can download it from here: https://umbracoreleases.blob.core.windows.net/download/UmbracoCms.8.18.5.zip
I'm not sure why the release page doesn't have the download link.
I only know Umbraco's Azure blob storage URL because that's what I used for downloading the zip files on my "unofficial archive".
