Ok, it seems the issue only exists with 10.3.0-rc updating to any other version fixes the problem.
The dev instance was still using the 10.3.0-rc as I had been playing with the BlockGrid which was subsequently removed from 10.3.x relase and I did not want to update to v11 as I wanted the code base to continue using the Umbraco 10 LTS version, looks like I can't do that now :( as the 10.3.0-rc no longer works in .net 6 for some reason!
An update broke .Net 6 and Umbraco 10.3.0-rc
In regards to my earlier post https://our.umbraco.com/forum/using-umbraco-and-getting-started/110734-suddenly-started-getting-a-weird-exception-found it would appear that an update has broken Umbraco 10.3.2 on .Net 6
Upgrading the site and it's consumed projects to Umbraco 11 and .Net 7 has resolved the issue.
If I create a new clean v10 website it works fine, but as soon as I update to a v10.3.X it breaks giving me the error in my earlier post.
I believe the culprit was a .net update to 6.0.12 (uninstalling the update didn't help, so will stick with Umbraco 11

FYI: the 10.4.0 release https://our.umbraco.com/download/releases/1040 will contain the Block Grid Editor again, RC will be available tomorrow.

The 10.4.0-rc has fixed the issue, so no idea what the cause was, Its an odd one for sure!
