You can create custom Media Types... So one solution here might be to create two new Media Types, one called Images Folder and another called Document Folder... You can give them different icons or colours to tell them apart... Then using the permissions tab only allow images and other image folders to be created underneath an image folder... And then the same under the documents folder but only allowing documents!
Then edit the existing Folder Media Type to allow the new Image Folder and Document folders underneath...and if you like... prevent images and documents from being created there...
Hopefully that gives the idea of how you might apply the restriction using custom Media Types...

Is there a way to restrict the types of files upload to specific folders?
Folder Levels:
Media
->Images (folder)
->Documents (folder)
The scenario I'm running into is, content editors uploading documents to the Images folder, and images to the Documents folder.
How can I prevent this from happening?
