This looks a bit odd, I'd advise using the Cloud portal chat to raise the issue with the Umbraco Support team. They might be able to investigate it further than we (the community) can.
I raised it last week and was told it was logged, and found this morning that Cloud had been upgraded to 14.3.0 and still had the error, thought I put it here incase any one else has the same issue.
Umbraco Cloud Files not avalable / API Error
Hi,
I am playing with umbraco cloud at the moment as we have a project coming up that needs to use this.
When I create any views in the Partial Views folder, the file reference shows up in the tree but when I click on it I get an API Error.
The files been pushed up using a GIT client.
Cloud seems flake to me or am I doing some thing wrong???

Looks like Umbraco 14 Cloud is broken.
Here a screen shot of what happening.
Clouds been updated to 14.3.0 and this errors still there.
