I have a solution of umbraco with Umbraco version of 7.10.2 and .net version of 4.5.2 and database in sql server 20
Now i need to upgrade my umbraco and .net version with latest versions can someone please provide steps to follow

A step by step guide on how to upgrade from v10 to v13 which can be found here --> https://docs.umbraco.com/umbraco-cloud/product-upgrades/major-upgrades#video-tutorials
There is no direct upgrade from v7 to v10, you need to do like v7-v8-10

As Alex said, you need to start upgrading to v8, then V10, then V13. I would start by reading these carefully, as they will guide you through the pitfalls:

Also, from v9 you will be using .NET Core. I would strongly suggest checking out this excellent guide:

However, bear in mind you a re likely to need to rebuild the site from scratch so buckle up!
