If you install Umbraco for the first time, you can choose to install a starter kit, eg the Fanoe Starter Kit, this will come with a set of templates, that you can begin to see how Umbraco works, to produce a basic starter site.
Another package that is a great introduction to the way Umbraco works, is the LocalGov Starter Kit package (https://our.umbraco.org/projects/starter-kits/localgov-starter-kit/) you can install this via the packages option in the developer section of Umbraco. It doesn't matter that you are not building a local government site, but it's full of good example of the way to go.
