Yes, you can set a specific folder in media that will serve as the Root folder for a specific user, and that user will thereby only se that folder.
In the Backoffice / User, select the user you´d like and under the tab "Content Channel" select the folder that you want this user to se as its root folder. See image:
This user will then only see that selected folder as its root folder. You can do the same thing for content, with the option right above it, or if you´d like to, you can set the permissions on a User under the folder "User permissions" and there you can set permissions for several specific pages.

I want to set a permission to a user for access to a special page or file.
For example, access to a folder in media section(not all files and folder in media).

For content you can also right click on a node in content and select permissions, and there you can allow/restrict certain user for a certain page:

Actually set Start Node in Media Library is under both of "User" and "Content Channel" tab and it works when I set it under "User" tab.
