For editors, it would be useful for them to start searching for media from different start nodes when editing documents with different document types : for example, when editing 'News' items, the media picker starts in 'News Images', when in standard site documents it starts in 'site media' - is this possible?

What you want to do is to Add a new property on your document type and select "Media Picker". Right after you added it there will be a gear right next to it, press that gear and your able to select start node in your media section.
