That looks a bit odd - What exact version of Umbraco 7 are you using?
I'm wondering whether you have build a custom property editor for the textstring datatype? Or if you perhaps have installed a package that extends the configuration options for the textstring?
I just checked the "textstring" datatype on a 7.4.3 installation since the options you have on the second screendump looked unfamiliar to me and when I checke the datatype on my installation it does not have the options to add style or markup. The only thing I can do is to change the property editor the datatype is based on. The textstring datatype is based on the "Textbox" property editor.
So I suspect it might be a custom / 3rd party property editor conflicting with the original textstring somehow?
Perhaps checking the /App_Data/Logs file can provide some more details on the error too? Check if there is anything marked with "ERROR" that could be related to this issue.
I will look into the possibility of 3rd party plugins causing issues, but I wanted to mention that I noticed that the Textstring datatype doesn't have the additional options, but if I create a new datatype and use the Textstring property editor, it does.

404 for Textstring View
When adding a textstring to a doc type, I receive a 404 when viewing the doc type.
Anybody else experience this? Couldn't find any info on it.
