We have a requirement for content changes to be published in two stages. Our content editors need to be able to log on to umbraco and update content on a staging site but not publish them to live. Admin users need to either get notifications that there are pending changes or ideally see a list of them. We need this for quality control so admins can audit content and publish it when it meets our standards. This needs to work independently for separate webpages rather than pushing all content together.

We had a look at courier but it seems to be awfully convoluted and an overkill for managing only content. We also tried save for approval workflow and notifications but all users can subscribe to them which we don't want. It could work for us if we could customise notifications or at least lock them down for specific user types ie only admins.

Are there any working alternatives? Did anyone try to develop something similar themselves? It seems odd that there's so little choice in packages that would offer staging functionality for content. Surely there must be others with similar requirements. Any ideas or suggestions would be very much appreciated.
