The datatypes use property editors, for example the Content Picker data type uses the Content Picker property editor.
All you need to do is create a new data type 'New Content Picker' and copy the properties from the original. There is no simple 'copy' command.
All you need to do then is change the properties which you want to be different (otherwise why would you want another data type?) So you could for example create a Content Picker with a specific Start Node.

Can i create custom datatype in which i can use existing datatype like media picker,checkbox,textbox, etc...?

Good news is that a pull request has been merged in to Umbraco core that will allow you to copy datatypes. Will be in one of the next versions.
