Silly question but does the umbraco cloud product at 400 euros a month include hosting?

I'm wondering if the cloud is for me, and might help save some of my coin! I'm currently hosting on Azure but think I'm paying to much for my needs. Was wondering if there would be benefits in moving over to the new Umbraco Cloud service.
