Is the a way to add redirects to the Url Redirect Management area or is this done in a config file.

We have the documentation about the Url redirect management here https://our.umbraco.org/documentation/reference/routing/URL-Tracking/
If you want to add some rewrite rules then you will need to use the redirect module in the web.config file.

So does this display shown above just pull in from the umbracoRedirectUrl table.
but it does have a remove function so was hoping it would be straightforward to add aswell.
Am i best to just use Url Rewrite in IIS.
From that screenshot it looks as though you have the 301 URL Tracker installed?
I'd recommend ditching the built-in Umbraco URL management screen and using that instead; it has many more features including the ability to create your own redirects.

No, it doesn't seem to work under load-balanced environments, there seem to be very few of these for Umb7 that work well.
