Vendr is the successor to Tea Commerce and uses many of it's concepts but is rebuilt from the ground up to fit with Umbraco seamlesly, making use of many of the features available in Umbraco v8+.
The primary goal of Vendr is to make eCommerce simpler. Simpler for developers to implement, simpler for retailers to use and simpler for customers.

They are absolutely different, you have to choose what you need by yourself.
