The source code which it sounds like you have figured out where it get it from.
The database. All all depends one which data store you have chosen. this might be something you have to download separately.

Once you have both of there available you can host the site locally. Assuming you are using windows you can do this through IIS. You will probably have to install a database server which you can get for free (SQL Server)
I think the first step is making sure you have everything you need. I might be able to advise better if you upload a copy of the web.config file which sound be found in the website root folder.
Just copy and paste the contents if there is an issue uploading.
