It can handle 2 languages out of the box (free of charge I believe), but for more, you need to purchase a license. It's made by Kevin Jump who is an excellent developer and he demoed it at the UK festival this year.

As I understand it the existing translation workflow in Umbraco is exceptionally limited.
If you are looking for a more detailed translation package that can track, submitt and handle alot more functionality I'd advise looking into this:
