If you test in IE 11 you get the tumble transition effect. Given it is IE 11 I am going to ignore it, just so happened that I installed 7.9 on a 2012 server as a test and used native browser.
it could be a combination of remote desktop and a server graphic card, but can't really tell for sure. My Umbraco 7.9 installation doesn't look like that in IE11.

I've tried to setup a new Umbraco 7.9 installation, and it looks very much like 7.8.

Weird - I was intrigued by this. Just installed v7.9 and ran in IE11 and it all looks normal!?

Joke aside, when I test in IE11, it works fine as well. I at least can't see anything out the ordinary.
I will test and show you guys some screenshots later, it's definitely a thing I have not been at the peach schnapps (again).
