as I'm developing a property editor, I wanted to test the localization. Therefore, I created an additional user to test and set it as "Editors". Note that as I didn't have any valid email address for the creation, I use a non existing one. However, I could change the password with the Administrator account so I was able to login with this account.
Now, I wanted to change the UI language of this user and I've been surprise that I can only edit this user's profile with the administrator account o_O
As this user, I'm unable to change the user interface language, which does not make any sense, as a user, I don't want to be forced to ask an administrator just to change the UI language.

You are correct. This can only be done by administrator.
Same for changing avatar.
I would expect a user could change this himself.
Maybe you can create a issue for this : http://issues.umbraco.org/
