I'm getting an error when trying Umbraco 7.12 with the starterkit.
It looks like that the tag-editor is not working correctly because it's splitting on every character:
I'm afraid that it is a bug yes :-/ - Is this a fresh install of 7.12 or did you upgrade from a previous version where you used the starter kit?
If it's a fresh installation can you then please go to the "Developer" tab and find the "Tags" datatype and post a screendump of the settings in there? It should be set to "JSON" as default - In order to quick fix this try to set it to be CSV instead.
A bug report should still be made though since this is just meant as a workaround :)...If you have the patience since the issue tracker is reaaally slow these days unfortunately. Work is in progress in order to migrate the tracker to github but it's no small task though.

We noticed this yesterday as well, we're releasing a new version of the starter kit today to fix this.
For you to fix this now, you can go into the Tags datatype and set the storage type to CSV, then everything should be back to normal.
