I am trying to upgrade from 6.1.6 to 7.12.1 and getting an error when I try to login using admin account. "Login failed for user admin"

Below is the URL comes up but since login does not work, not able to move forward.

Following things I already tried out.

1) useLegacyEncoding tried with false and true both options.

2) Added below in web.config

3) Made sure in the database user is not locked out and also userNoConsole set to false or 0.

4) Referred to this article and cleared the cache, cookies as well. Also changed ClientDependency version number as suggested in here.

Are there any other ideas/suggestions besides this?

Assuming, upgrade from 6.1.6 to 7.12.1 directly is possible. If not, please suggest the correct approach.
