This is a very vague question. Umbraco will be good for you to maintain the titles, images, the master pages and the layout of the actual questions and generally the website.
Other than that you'll need a user interface for the questions asked and a few other things like creating the search engine (or handling it, don't judge my English please) and I guess you could use Lucene for that, but in general I feel after the layout of the website, you'll have to drift away from Umbraco to complete what you want to do. Does it make sense?
