You asked this question last month and someone suggested CMS Import, which you commented isn't a free solution.
If you're looking for a free solution, then unfortunately you'll need to write a custom importer, export the members from your old DB and then import them via your importer in to the new DB.
Not sure if you'd be able to use the same password between U4 and U7, so may need to force a password reset for those users when they first login to the new site.

I had asked the same question and Alex suggested CMS Import. But when I see the CMS Import package, It will be supporting from Umbraco 6 Onwards.
