That's possible. Umbraco consists of several "sections" on the left site such as "Content", "Media", "Users", "Settings" and "Developer". Depending on what sections you have been granted permissions for, you'll have access to different feature sets in the Umbraco Back Office.

Is it at all possible to gain access without the original person who created the site?
You need a login for the backoffice. If you don’t have that, you need to reset the password of the administrator to login.
