Since Umbraco version 7.13 the package became dependant of the Microsoft.CodeDom.Providers.DotNetCompilerPlatform (>= 2.0.0 && < 3.0.0)
But for most of the hosting providers, this is a problem.
In the past i used to uninstall the codedom package, because this is trying to push a few .EXE files onto the server that are prohibitted.
I don't know how i can solve this now.
The provider i am using is
Combell.com
Is anyone who knows how i can move on to the 7.13 of umbraco? because now i am not able to publish when using a version higher of 7.12
Have you asked this issue on your current provider? On shared hosting, it is prohibited to upload .exe file, but you can ask them to provide this permission. I also use the latest Umbraco here and there is no issue installing Umbraco. I use Asphostportal.com.
