Slow initial loads after updating content in back-office?

A customer reports that their Azure web app, an Umbraco (v7.9.0) site, can sometimes take up to 20 seconds to load, while they're working on it in the back office. Subsequent requests go smoothly again. This reminds me of when a config file in .NET (like web.config) is modified, after which the first request to the website also takes about that time.
I can't reproduce it myself, so it's difficult to say, but I'm wondering, to your knowledge:
Do some editing actions in the Umbraco back-office write to config files, causing the first request to take this amount of time?
