Yes you can always replace it. If you want to keep the same name of the file then before uploading change the name of the file. So, you will not have any issues.
Alternatively, you can upload file with different name and Umbraco CMS will automatically update the reference links.
Redirect rule generally works but if you try option 1 then you can by pass it.

Please can you delete it from Recycled bin under the Media Section. Once deleted it will physically delete from the File System.
