Might not be an error with Bulk User Admin package, but the order we did things. In Umbraco 7.5.11, our root user got disabled/locked out somehow (it's an ActiveDirectory user), and it was no longer appearing in the list of users in the UI. Before installing BUA, we manually updated the umbracoUser table in SQL to set the "userDisabled" and "userNoConsole" values to false (and lastLockoutDate to a couple years ago).
Still unable to login as that user, logged in as a different admin user, installed BUA, then tried to click that root user's name to edit it, and got the YSOD "only the root user can edit the 'root' user (id:0)" error.
YSOD if you try to edit the 'root' user
