I have updated the package, and the import will now create dictionary items if they doesn't exist already.
The XML schema now contains a parentKey attribute for creating new dictionary items under the right parent. Just add new dictionary items in the same format as in the XML from the export.
So this means that I can export all my dictionary items, add / changes items and then import them back? And share them beetween, development, stageing and production? Without having to struggle with the whole database...
