Unfortunately no, it isn't possible to set user permissions on granular actions within Nested Content.
It may be possible to do something with custom JS to figure out the active user's role/permissions and custom CSS to show/hide the buttons, but I don't have any code examples of that at present.

Is it possible (with an existing package or something like that) to exclude users to move and delete nested content blocks?
So only admin users see all 3 buttons and other users only see the edit button.
