I have install the "PublicMediaTree"-package in Umbraco 4.11.1, created a Folder "Public" in media section, changed the value in this line in web.config: <add key="PublicMediaTreeNodeID" value="1059" /> and have set the media start node of user to another media-Folder in user section. But If I login with this user account I can't see the "Public"-Folder in media section. The id is correct.
I'm a bit caught up in work atm, I did have a quick look but will have to dig deeper into the issue. I can't guarantee compatibility but will look at 6.0 when things calm down ;-)

I haven't tested the package in 4.11 yet, I'll have a look at it tomorrow and get back to you!

I can indeed replicate this issue on a clean umbraco install (4.11.3)
Most likely a breaking change in the core, will further investigate asap.
