The tag manager package simply provides an interface for managing the tags created via the default tag functionality within Umbraco.
The simple answer is no, the OOTB tag functionality does not support hierarchical taxonomies.
With respect to synonyms, again, no there is no equivalent functionality.

No, not a sitefinity user... just that a real taxonomy should be like I said: hierarchical and with synonyms/translations. I guess an opportunity for another package :)
