I've successfully (seemingly) installed this package on my 7.3 site. I logged out, touched web.config, then logged back up but I'm not seeing how to interact with this package? Where is the new Tree its supposed to have created? Has anyone else given this a go on 7.3?

Try going to the "User section" and click on your user profile - Is there a checkmark in the "tag manager" tree? If not you should check it and then you should be able to see the new section.
