Can uBackChatter do this? In other words, can you send out a broadcast to all users online w/out having to add each user individually?
BTW - is there an easy method or a backoffice extension for ascertaining who exactly is online?

Unfortunately no, uBackChat would need you to open a chat with each user individually.
I can definitely see how a broadcasting system across the back-office would solve this - also sounds like a good idea!
However future development on uBackChat is very low down on my priorities. The source-code is available and I would happily accept any enhancements.
