I have just tried to install it on a fresh Umbraco 7.2.1 installation with the Fanoe stater kit installed, and the installation went wll, and I can add new tags, so I would say it works for Umbraco 7.2.1. I have just installed in and tried create a new tag, and I could do this without any problems.
This doesn't work in 7.3.1.
I have added the uTagsy property to a page and created a uTagsy Tag container page within my site but when I save my tags, no pages are created beneath the tag container page.
Does version 2 work with 7.2.0?

Another approach could be use the bult-in property editor for Umbraco called tags, you can read more about it in the documentation for the tags property editor. http://our.umbraco.org/documentation/using-umbraco/backoffice-overview/property-editors/Built-in-Property-Editors/Tags
