The (in pounds) and (in inches) are simply part of the localization strings. So yes, by changing the localization xml, you can change the values. The values are simply stored as numbers in the database so you can use them how you wish. There are no "units" associated with them in the database.
In version 1.3.0 we will have a Merchello Setting that will allow the implementer / store owner set the units in the Settings item in the tree. That will enable things like shipment providers and implementers query the units and display them accordingly or pass the correct units to the shipping services.
