There are no "register" controls packaged with uForum currently. But it is pretty straight forward to implement it yourself. I have written a blogpost on the subject a while back:
The reason it is missing is that we don't know up front which groups a newly registered member should be part of, so it would be difficult to make it work straight out of the box.

Maybe I'm missing something, but how do new user register as a member. It seems that I have to manually create members inside Umbraco.
