We use the schedule to publish feature frequently with Umbraco 8 - is that still available with uSync Complete? Can we still schedule publishing to our live environment with this installed? If so, how would we do that?
Yes you can still schedule publishing using uSync complete. There is a setting in the server settings page to enable scheduled publishing. And when the editor pushes co tent they can set the publish date in the advanced options section of the push dialog.

I did not understand above statement. Can you please help me, where exactly this option exist "enable scheduled publishing". As I am facing same issue in scheduled publishing in umbraco-8.5.5, and Publishing is not happening.

If you go to the configuration for a sever (in the publisher dashboard) - there is a "Schedule publish" tick box,
if you check this, then when an editor pushes a page between servers they will see an schedule option under the 'advanced options' tab.
