I think it doesn't yet push forms as a dependency of the content item if that has a form, i can't remember if we did that or not. but you can push forms/prevalues etc from the forms section of umbraco
Update: Publisher will push forms with content if the forms has been picked for the page using the Forms Picker property editor

we have some problems when trying to sync a page that has form on it
we are using uSync.Complete v10.7.1 and uSync.Forms v10.0.1
when we sync from staging to UAT it looks like the content is synced but the form is not created

At the moment forms are treated as 'settings' so they will only be picked up if you have 'Include Dependencies' checked in the setup for the server.
so, either:
We need to investigate making this either optional or something that is synchronised with content.
