I get the impression from other posts that some templates and example code is supposed to get installed to make it functional.
I'm installing version 4.2.1 on an clean (no starter kit) Umbraco 8.11.1 project using the Install Package feature in the CMS and I'm getting document types, data types and example nodes installed but that's about it.
There's no templates or code to actually make the example content be seen on the front end.
I believe the Articulate templates are located in the App_Plugins/Articulate directory. If I recall correctly there is a themes folder which contains the various default theme options

Having run the site I can see that it is working, somehow.
I need to increase my understanding of how the pages are displaying without associated template files obviously.
i would also be interested, where umbraco has their Template section.

Thanks, they are indeed in the App_Plugins/Articulate directory.
Articulate also installs a Theme/Template editor in the back office in the settings section.
