To me it looks like it only support external comments, I have a blog set up on a dev environment. and you need to sign up for a Disqus account and enter your Disqus shortname in the Articulate node settings to be able to add comments.
Only external comment engines. You could of course create your own internal one if you wanted, nothing stopping you from doing that. Comment engine's are a lot of work, I've left this up to ones that already exist and have a long list of features, like Disqus.
