OOTB Articulate does not do this but it would be pretty easy to implement this with normal Umbraco content published event handler, and checking the type of content type being published.
How would you actually implement the interface to allow people to input their email address? It doesn't appear to actually use Umbraco templates for the interface so how is the interface edited?

Does Articulate allow visitors to "subscribe" to receive notifications about future posts via email? Has anyone tried implementing this?
