Emil, I'll have to think about how to do tags and categories. Tags is a custom datatype which saves to json, and categories is the build in checkbox list datatype. Any thoughts?
For tags you could add the culture code to the json file.
Categories is a bit more complicated as you configure it on the data type. Perhaps you should consider moving the categories to the root node of the blog, then it would automatically be per site/language.

I think Dictionary heading will be quite trivial so I won't need help regarding that.
I need to go away and consider the approach for tagging and categories for multi-language.
