You're right that ImageGen Basic (the free version) allows upsizing images. You've got the free version (http://test.moneo.hr/imagegen.ashx?version) and that's why the image is scaled up. To disable upsizing you need ImageGen Professional (see the ImageGen Reference Manual for details).
Do remember that if you are running ImageGen on localhost or any *.local domain then it will be running in Professional mode (so you can test out the Pro features before deciding if you want to purchase a Pro key for your live domain). Perhaps you were running locally and has Professional mode when you thought it was in the free version? You can always check which mode ImageGen is running with http://mydomain.com/imagegen.ashx?version
Image upsizing bug
Latest version 2.9.1 has resizing bug. It makes upsizing - resizes images more than original size. Defining AllowUpSizing=false doesn't help.

We use frequently payed and free versions of ImageGen and I'm sure that free version wasn't behaving like that before.
The free version has always been that way.
